CITY OF PERRYVILLE, MISSOURI
REQUEST FOR REDEVELOPMENT PROPOSALS
The City of Perryville, Missouri, seeks Redevelopment Proposals for an approximately 1205 acre area located on both sides of Perryville Boulevard from the I-55Interchange to Highway 61; along both sides of St. Joseph Street from Perryville Boulevard to I-55; and along both sides of I-55 from the city limits on the south to the city limits on the north. A map that more definitively identifies the proposed redevelopment area is available from the Southeast Missouri Regional Planning and Economic Development Commission at the address stated below, or from the City of Perryville.
The City’s primary objective is to promote new development, improve infrastructure, remediate blight and remove conditions that constitute an economic or social liability to the City. To facilitate the redevelopment of the area, the City will consider the use of tax increment financing and other statutory redevelopment mechanisms. If a proposal includes a request for tax increment financing, the proposal must demonstrate that “but for” the use of tax increment financing, the project is not feasible and will not be completed.
Interested parties must submit 3 copies of the redevelopment proposal to the City. The proposal shall, at a minimum, contain the party’s name, address and contact information, a conceptual site plan of the proposed redevelopment, a narrative explaining the character of the development, information concerning the relocation of any existing businesses or residences, a project budget, information concerning the financial feasibility of the project, and estimates of all sales and property taxes to be generated from the project upon its completion.
Notwithstanding anything herein to the contrary, all alternative bids and proposals will be considered.
