Lift Station Alarm Monitoring System
The City of Perryville is accepting proposals for a wireless or cloud-based Lift Station Alarm Monitoring System. The City has a total of 21 Lift Stations in their Wastewater System. The City would like to convert as many as budget will allow (min: 10) in 2017/18. This system must be serviceable by any reputable electronics firm, and no sole source provider with proprietary equipment or software will be considered.

The Lift Station Monitoring System shall include:
• A basic system that does not utilize hard wired phone lines.
• Must communicate with the current SCADA system utilized by the City of Perryville, or directly to the City Police Dispatch office through existing equipment.
• Must have alarms on High Level, Low Level, power outage and pump fail.

The proposal shall contain the cost of equipment and/or monitoring fees. All proposals must include labor and installation which shall be performed in a good workmanlike manner and in compliance with all applicable local, state and federal laws and regulations. Any items necessary but not stated above shall be included in the proposal.

When preparing this proposal, please take into consideration the following:
• Prevailing Wage: This is a Missouri prevailing wage project.
• Proof of Insurance: The City of Perryville requires successful Vendor to provide proof of workmen’s compensation, general liability insurance, and comprehensive automobile liability insurance (contact City Clerk for specific minimum dollar requirements)
• Sales Tax Exemption: The successful Vendor will be allowed to utilize the City’s sales tax exemption for the purchase of some major items for this project.
• OSHA Training: Successful Vendor will be required to provide OSHA training verification.
• E-Verify: Successful Vendor will be required to provide proof of registration with a federal work authorization program such as “E-Verify.”
• Affirmative Action: The City requires that successful Vendor comply with Title 41 of the Code of Federal Regulations regarding affirmative action.

Proposals will be accepted until 10:00 am, May 1, 2017, and can be delivered or mailed to City of Perryville City Clerk Tracy Prost at 215 North West Street, Perryville, Missouri 63775. Please submit two copies in an envelope labeled “Lift Station Alarm Monitoring System.” All questions should be directed to Charlie McLeod, Water/Wastewater Superintendent, at (573)547-2500, prior to 10:00 am on April 13, 2017. Answers to all questions will be distributed in an addenda prior to proposal deadline.
